This phrase expresses circular logic and nullifies itself. Whatever the rational you attempted to express I do not mind the reversal since I'm not actively contributing to the work, but try to provide a better argument when reversing people or you will put them off or start a conflict. Most sporadic contributors will not care to get a better explanation or be involved in a dialog.

I have made necessary changes to what is listed as Terms of Use. I'm here also expressing the objection to the use of that nomenclature on the Wikibook since Wikibooks already provides the valid Terms of Use -no problem in it being present on the PDF-, note also that in PDF of any other version for distribution outside of Wikibooks there needs to be added a copy of the GFDL -indicating the Wikibooks exceptions if the wording existing now in the section "Terms of Use" is changed- , the GFDL does not need to be explicitly included on the wiki version because it is already present at the bottom of each page. I haven't downloaded the PDF so I am only pointing out that the copy of the license text is a legal requirement for distribution outside of Wikibooks, you can chose to use only the CC-BY-SA 3.0 License that has no such requirement.

If you are planing to use complex edit requirements you should put them by writing to all editors, start page named "Edit Conventions" -or anything similar and link it into the main talk page, there is no need to include it on the PFD- and start a proposal, discussion process for those requirements or style options.
