  1. Boil the rice in water for about 10 minutes. Drain the rice in a sieve, and rinse to remove excess starch.
  2. Return the rice to the pot. Add a little water and a pinch of salt. Let cook on low heat until the water is absorbed and the rice is tender, adding more water if necessary. Set aside.
  3. Blend the peppers and tomatoes together until smooth. Transfer to a pot, and cook over medium heat to reduce some of the liquid. Remove from the heat.
  4. Heat a little groundnut oil in a second pot. Add the onion and fry for 1 minute.
  5. Transfer the pepper-tomato mixture to the onions. Cook without stirring over low heat for 10 minutes.
  6. Add water, stock cube, salt, and meat. Let boil until the meat is cooked.
  7. Serve the stew with the rice.
