Most citizens of modern nations are utterly dependent on the steady availability of food, water, electricity, professional medical care, and a million other goods and services. People can get away with that dependence, most of the time. Hurricane Katrina and the LA riots show that natural disasters and political strife can interrupt the flow and leave people inconvenienced at best and dead at worst.
