Citizens may apply to the local self-government bodies with electronic petitions through the official website with comments, complaints and proposals concerning their statutory activities, statements or petitions regarding the implementation of their socio-economic, political and personal rights and legitimate interests and a complaint about their violation.

Article 40 of the Constitution of Ukraine to all citizens of Ukraine grants the right to direct individual or collective written appeals or to personally apply to bodies of state power, local self-government bodies and officials and officials of these bodies who are obliged to review the appeal and to give a reasoned response within the time established by law, namely: not more than one month from the date of their receipt, and those that do not require further study, - without delay, but not later than fifteen days from the date of their receipt. If it is not possible to solve the issues raised in the appeal within a month, the head of the corresponding body, enterprises, institutions, organizations or his deputy shall establish the necessary time for its consideration, which is communicated to the person who filed the application. At the same time, the general timing of the decision of the issues affected in circulation, can not exceed forty-five days.

The petition is considered on condition of collecting at least 500 citizens signatures in their support for a maximum of 90 days from the date of publication.

The right to appeal provides citizens with the opportunity to assert their rights and legitimate interests and restore them in case of violation, participation in the management of state and public affairs and influence on the improvement of the work of public authorities and local self-government, institutions, enterprises, organizations.

Registering on the Unified System of Local Petitions Website and Further Instructions[edit | edit source]

In order to create a new petition or vote for an existing one, you must register on the local petition website, providing your personal data, confirm registration by sending an activation code to your mobile phone.

Important! You need to have a Ukrainian mobile phone number to receive a registration confirmation code.

The main distinctive feature of the site of the Unified System of Local Petitions from the portal of petitions to the Cabinet of Ministers of Ukraine is the choice of the community. The user needs to select the community in the appropriate search engine at the top of the Unified System of Local Petitions web page. If society does not find it, one has to adhere to the instructions on the website of the Unified System of Local Petitions in order to add society.

When creating new petitions, it is imperative to check whether there are already any such topics on the site.
