Scratch is an attacking move, and is very common in most early games. It has 40 base attack power, making it a relatively middling attack, but not the weakest. It has 100 accuracy, meaning it will always hit without confounding factors such as accuracy reducing move or immunity. It typically starts with high PP, allowing the move to be used often.
