Pepper-Up Potion is a restorative potion. It seems to have the side effect of making steam come out the drinker's ears.

We first see this potion used after the Second Task of the Triwizard Tournament. Madam Pomfrey is administering this potion to all of the Champions and their "treasures" (hostages to the Merpeople) as they emerge from the lake. Harry does indicate that he feels much warmer once the potion has been administered.

There is a Wizard candy, Pepper Imps, that apparently also makes steam come out the ears; likely it is based on this potion.
