About the Author[edit]

Victoria L. Tinio is Director for e-Learning of the Foundation for Information Technology Education and Development (FIT-ED), a non-profit organization based in Manila, Philippines. In that capacity, she designs and manages the national collaboration network of public secondary schools in the Philippines called Pilipinas SchoolNet, working directly with education policy makers, school administrators and teachers nationwide. Tinio has also worked with the e-ASEAN Task Force and other regional and international organizations on ICTs in education-related activities in Cambodia, Lao PDR, Viet Nam and Brunei Darussalam.
