The text of the relevant rule reads:

Communicating with Division

2 All communication with the Division must be directed to the registry office specified by the Division.

What are the registry offices specified by the Division?

The registry offices are specified on the IRB website, including in the Board's Claimant's Guide. The only registries are in Vancouver, Toronto, and Montreal. While the IRB has offices in other cities, such as Ottawa, Winnipeg, and Calgary, these offices do not have registries and are not registry offices "specified by the Division" to receive communications within the meaning of this rule.[1]

This said, since June 2025 all Canada Post mail sent to the Immigration and Refugee Board of Canada is being sent to their office in Ottawa, Ontario. This includes case-related and completed forms. The Board also states that “any mail received in a regional office will be processed locally and doesn't need to be sent to Ottawa to be processed”, which appears to imply that this rule may continue to be followed and mail can continue to be directed to regional offices.[2] However, elsewhere on their website, they state that "all case-related mail must be sent to 344 Slater St. in Ottawa."[3]
