Once a client has been properly informed of their options and they have elected to start a lawsuit they must make an official announcement of their intention by submitting the proper "commencement of proceedings" forms. Invariably, the plaintiff must submit an Originating Notice. However, there are two classes of Originating Notice, it can be submitted as an action, or as an application.
