These are the eight stages of human development:

Infancy (0-18 months)
Toddlerhood (18 months-3 years)
Early childhood (3-6)
Middle childhood (6-12)
Adolescence (13-17)
Early adulthood (18-39)
Middle adulthood (40-64)
Late adulthood (65-death)

This is true for normal people. However, some people age faster than others. Adolescents are naive and inexperienced but expected to grow into mature adults in their 20's. The brain functions that control judgment and risk assessments aren't fully mature until age 25. At that age, you have plenty of rights in all the countries.
