The Pepper Residence

Upstairs is a father trying to get his baby daughter, Walda, to laugh. In order to make her laugh, you must enter a special code. Depending on the code you enter, the father will give the player a special background for their Pokémon storage PC. Instructions on how to figure out your code can be found here.

Cutter's House

The player should go to the Cutter's House, where a man upstairs will give him or her HM01, Cut.

Pokémon Trainer's School

If the player goes to the Pokémon Trainer's school, the teacher will give him or her Quick Claw.

Devon Corporation HQ

If the player goes to the Devon Corporation headquarters after he or she obtained the Devon Goods and talks to the President on the top floor, he or she can receive a Pokénav. After one has obtained a Root or Claw Fossil from the desert later in the game, one may give it to a scientist on the second floor to receive a Lileep or Anorith, which evolve into Cradily and Armaldo, respectively.

Rusturf Tunnel

Rusturf Tunnel is a tunnel between Rustboro City and Verdanturf Town. Its name is a portamanteau of the first and last parts of the two ciites that the tunnel joins. It has been featured in several different places, including the anime and some of the video games. In the video games, construction has stopped because of concerns over disturbing the Whismur in the cave. Once the player learns Rock Smash, he or she can break a rock to open the tunnel up.

Early on in the game, a member of Team Aqua (Sapphire/Emerald) or Team Magma (Ruby) will steal Peeko, the pet Pokémon of Mr. Briney, a ship captain.

Later, you have to use Rock Smash to complete the tunnel join two lovers. The man will give you the HM Strength.

Gym

The gym leader in Rustboro city is Roxanne. She uses Rock-type Pokémon. In Ruby and Sapphire, she had a level 14 Geodude and level 15 Nosepass. In Emerald, however, she has two level 12 Geodude instead of one level 14 Geodude.

Cutters House

The Cutter's house is home to the Cutter. When Rustboro City was expanding, he used his Cut technique to help clear the forest. In the games, he gives you HM Cut.

Anime

Rustboro City is quite a large City, and is also on the coast. On the outskirts of the City, there is a Pokémon Contest hall. This is where May is inspired to become a Pokémon Coordinator, rather than battling in Gyms. Pikachu also begins to learn Iron Tail here.

When they arrive at Rustboro City, Max enrolls in a beginners course in the Pokémon Trainer's School, which is taught by Roxanne, (who is a teacher and doesn't run the school.) The next day, Ash battles Roxanne and wins a Stone Badge.

The group then explores the larger areas of the City, and meet Team Aqua for the first time, who they defeat at the Devon Corporation. They escape, however, and steal Captain Briney's boat. Captain Briney later takes them to Dewford Island.

Demographics

Because of the large size of Rustboro City, and the Devon Corporation the population is 47. This makes Rustboro City the third most populated city in Hoenn.
