Web Software is software that runs on the Web. Web Software is often loosely termed "Content Management System". However, Web Software is a much broader definition which includes software functions that extend beyond the breadth of a CMS.

You need Web Hosting or a "web host" (same thing). One way to find web hosting after you've chosen your web software is to go to your favorite search engine and type in "softwarename hosting". So, for example, if you liked the Drupal software, you would type "drupal hosting" into your favorite search engine.
[edit] How do I decide which software is for me?
Define what it is you want to do. Then, read the information on the software project home pages. Try the different softwares out. Log into the administration of the software and click around. Try adding content to the home page. Fiddle with the features and options. Do you like the look and feel of the software? Does it do everything you need it to do? Is your chosen web host familiar with the software?
