Yes, WB:NP is still not official policy and a bit messy now. But general practice is to name pages like Bookname/Chaptername or sometimes Bookname/Chaptername/Subchaptername. You can fix naming of existing books, but make sure that noone would oppose it. It's better to take old, orphaned books or books where authors were discussing change of naming convention. Currently we have a bot for mass page renaming (User:tsca.bot) so thigs like changing colon to slash or capitalising all first letters in the title of a book is a simple task. - The problem with discussion page was reported to me also at Polish Wikibooks so it's not an accident. I hope the developers will fix this bug soon.
