One note: EPS is not really comparable to PDF. EPS technically is an image format. An image format used primarly by PS. PDF allows scripting via PS. (Actually PDF's specs allow scripting in any language ontop of PS, but most interpretors only understand PS).
To use some extremely poorly chosen examples: EPS is to BMP as PDF is to DOC.
Though, I found the rest of the article helpful and informative.

Somebody obviously had fun writing the "Equipment and supplies you’ll need" section, but in my opinion, that is the section that people know the most about. What is the most important to a person starting a newspaper is the information in the other sections: Printing, advertising, selecting a staff, etc.

[edit] A decent piece of software for websites?
I would hardly call Frontpage a decent piece of software for WYSIWYG. Most webdesigners agree with this. About the only piece of software worse for websites would be MS Word (though Word could be used for the Copy (but definitely not publishing)).
Other web site creation software that should be up for note would be, NVU, Kompozer, Quanta and SCREEM. It should also be noted that a website can be created in Notepad, or if you want more power Vim or Emacs
