- Three machines known, first appearing in 1995. The stamp appears to be a New Zealand die with the country name removed.
- The identification “WESTERN SAMOA” is found in the town mark.

- Frank with simulated perforation border at top and bottom, open at sides.
- Blank at top above “POSTAGE”.
- M# with P.B.” prefix at bottom center (3484, 3495, and 3511 seen).
- Country identification in town mark, not the frank.
