About the Author[edit]

Dr. Harris is a development consultant living in Hong Kong and specializing in ICTs for rural development in Asia. He has a PhD in Information Systems from the City University of Hong Kong. In 1997 he started working with rural communities in the developing world, helping them to get connected to the Internet and to make good use of ICTs for their own development needs. He has since been involved with rural IT projects in many Asian countries, working for several United Nations agencies and the World Bank.
