Tuning a drum kit is done with a drum key which resembles a radiator key (used for opening valves on radiators to let the water out) the drum key is used to turn square bolts on the outer rim of the kit which pulls the rim down along with the skin to tighten it and this id done until the desired sound is achieved, also the drum may require a dampener which is a piece of sponge taped to the skin or in a bass drum an old quilt or pillow.
