An inner cover is typically used in conjunction with a telescoping cover. The inner cover provides an air space for insulation against heat and cold. It also prevents the bees from gluing the top cover to the top bars of the super under it. With an inner cover, the top cover is easier to remove from the hive. The hole in the inner cover can be used for feeding the bees.
